I have the honour to inform you that on receipt

of a telegram from the Commander-in-Chief, China Station,

I enquired of the Japanese Government on the 6th instant

whether Captain Maxwell-Scott in H.M.S. "Bruce", with two

destroyers, might proceed to the Pescadores in order to

discuss with Japanese Commander at Makau the question of

a joint Anglo-Japanese patrol of Bias Bay for the

suppression of pirates.

2. I now transmit translation of a note which I

have received in reply stating that Japanese Kinistry of

Marine would prefer to let the Commander of the "Uji"

discuss the question with the British Naval Authorities.

3. I mentioned the matter to the Minister for

Foreign Affairs again on the 10th January, but it is

not one in which His Excellency ever shows any interest.
